which may not go in their favour. We recollect that at one time Sir Fielding Clarke noticed it and forbade clerks to appear with their Solicitors in Court.

Further we believe that the Solicitors paying

a big commission (10 to 25%) to or sharing profits with their clerks is to some extent responsible for the latter'nergy in stirring up litigation amongst the Chinese. Touts are also paid a commission of 5 to 10%.

Concluding we should like to emphasize our recommendation that no lawyer's clerk should be allowed to serve on the Chinese Public Committees as the instance given below will #xplain:- For 4 or 5 years Un Kan Wa and Li Fing working together have sunceeded in obtaining from the Youmati Ferry Syndicate respectively £360.00 and $600 per annum. They threatened the Syndicate that one as a lawyer's clerk and the other as a contract- -or in close touch with the authorities concerned they were in

possession of the necessary knowledge and influence to ruin its business. The result was that the payments had to be made as a compromise which were to continue as long as the Syndicate exists. But not being contented, Un and Li have recently formed another Syndicate to run launches in opposition with a view to compelling the Yaumati Syndicate to offer them better terms. Their Syndicate

includes Li Yau Chuen, Li Fung Shang and Wong Yui Tung who have

been or still are members of some of the Chinese Public Committees,

Whether they will succeed or not is their om look out, but mean-

-while the Kwong Wa Hospital has lost in consequence of their

conduct a valuable subscription of £5,000 per annum. Contamination

is therefore obvious.
